how can i drain a directly (mains) fed plumbing system?

Hi all
I need to fit a new bath in a flat, but the cold water supply comes directly from the mains, and the hot water is from a cylinder.

as such, when i turn off the mains water and the hot water tap coming out of the cylinder, then turn on the taps on the bath, no water comes out.

Does this mean that I can start working on the bath replacement? There must still be water in the pipes all the way up to the taps. Does this matter? Is there any way I can drain it out that I’m not thinking of?

Basically, I just need to know if i can work on pipes that have (non-flowing) water in them?

Why does turning heating on turn on hot water as well?

This is my problem - whenever I turn my central heating on, my hot water turns on as well. Nothing seems to be wrong with my heating/plumbing system (I think).

And whatever I try, nothing is working to stop the hot water turning on as well.

Any help/advice would be greatly appreciated!!
EDIT: I turn on my heating and the water in my hot water cylinder also heats up, so i get very hot water at the tap whenever I turn on only heating (intended to only turn on radiators heating).

I thought that the water heated for central heating (that goes into and circulates through the radiators) is different from the water in hot water tank that you get from the tap. (Is this wrong???)
And I have a gas-fired pressure system.

In my workplace the plumbing appliances consist of 2 sinks in a kitchen, a ladie’s and men’s bathroom with a washhand basin in each. The hot water in the kitchen is ok but in the bathrooms water will come out for a second or two then stop to a dribble. They were both ok before last week so i would rule out that it is the taps themselves broken. the system is openvented and fed from coldwater storage tank and hot water cylinder. As the hot water leaves the hot storage cylinder about a metre away, it tee’s off in 15mm to the kitchen with the pipe continuing on with a long run going to the bathrooms. Maybe the pipe has become a little blocked after the tee, i dont know! All i can say is all valves and fitting are open and the tanks are both filled. Answers please???
