Insulating hot water line on water heater in conditioned space?

I am building a new construction home, and I have a water heater closet in the middle of the house ( IN conditioned space). And was wondering why the inspector wants me to insulate the hot water line if it is in conditioned space? Keep in mind that I do not have a circulating pump. I tried looking everywhere in the IRC 2006, IECC 2006, IPC 2006 and could not find anything. But online I ran across this:

“ALL DOMESTIC HOT WATER SYSTEM PIPING running through unconditioned space shall be insulated to a minimum of R-4. Circulating domestic hot water system piping shall be insulated to R-4 even within conditioned spaces.”
And was wondering where exactly this caption is from in the code?
