Where is the thermostat on my water heater?

I have an indirect hot water heating system. The boiler cooks the water and puts it in a storage tank. The boiler is works on oil. When the technician came to do a tune-up I said the water wasn’t very hot. He said to call a plumber to raise the thermostat. Besides dumping the oil company because there technicians are lazy I see a panel on the tank. I was told it might be behind this rectangular panel. Can that be done by somebody handy or do a need to call a plumber?
