No heating and no running hot water after removing radiator?

We removed a radiator in the room next to the kitchen where the combi boiler is located. The two pipes were cut and capped off right under the boiler just before they passed through the wall to the next room and on to the radiator (approx 3 feet). This was done several months ago and the water has been turned off at the stopcock for some time until very recently. Now the water has been turned back on, the hot water tap in the kitchen sink runs cold but there is no water coming out the hot taps upstairs. Also the other radiators aren’t getting warm and the radiator light on the boiler is flashing ( it’s a worcester bosch, but I can’t find a model number- just british gas c3)
All the other lights are on apart from the flame symbol (pilot light?/heating?).
Haven’t blead system or radiators yet, but do I need to connect the capped off pipes together to form a loop as would have been there if rad was still in place or am i missing something else? I’ve already checked all isolater valves are turned on.
