Central Heating is turned off, but radiators still hot?

Hot Water System FAQ:
I have a combination boiler and the central heating is turned off (both on the boiler and at the thermostat), but the radiators are still hot. I turned off the hot water and this seemed to stop the loud droning noise the system was making, and the radiators are cooling down (I think). What’s wrong?
