Forced hot air or cast iron baseboard?

we have new large home w/open floor plan, 9ft ceilings and 2-story entry/atrium. hot water cast iron baseboard heat poorly installed, prob not enough running feet. cost fortune to heat house, even tho we use the 3 zones efficiently and keep temps on lower side. house also has forced hot air system/unit but it was never hooked up. any suggestions on how to make current system more efficient?
would hooking up & running the forced hot air be cheaper?
